Abstract: Entrepreneurship plays animportant role in regional economic development. Many scholars have studiedregional factors that are associated with entrepreneurial activity. Recently,human capital in the labor market has been found to be an important determinantof entrepreneurial activity especially in the high technology sector. Humancapital is an indicator of a region’s new knowledge that brings new marketopportunities to entrepreneurs. Human capital is also an indicator of theability of entrepreneurs to discover and exploit market opportunities. Previousresearch (especially empirical studies) has primarily focused oneducation-based human capital. This research argues that skills-based humancapital is no less important to entrepreneurship and examines the effects ofvarious types of occupational skills on new firm formation, which will providenew insights into regional workforce/entrepreneurship policy.

摘要：创业在区域经济发展中具有重要作用。许多学者已经研究了与创业活动有关的区域因素。最近的研究发现，劳动力市场中的人力资本对创业活动，特别是在高科技领域，构成了一个重要决定因素。人力资本代表了一个地区给企业家带来新的市场机遇的新知识，也是企业家发现和利用市场机会的能力的一个指标。以前的研究（尤其是实证研究）主要集中在以教育为基础的人力资本。本研究认为基于技能的人力资本是同样重要的，并检验了各类职业技能对新公司形成的影响，为理解地区劳动力/创业政策提供新的见解。

主讲人简介

Qian, Haifeng. Assistant Professor,Levin College of  Urban Affairs,Cleveland State University. His areas of expertise are economic development,economic geography, innovation and entrepreneurship, and public policy. As aconsultant at The World Bank, Dr. Qian also worked on energy policy in thecontext of developing countries. His research has been published in The Annalsof Regional Science, Economic Development Quarterly, Environment and PlanningA, Journal of Economic Geography, The Journal of Technology Transfer, SmallBusiness Economics, and Urban Studies. He is an associate editor of EconomicDevelopment Quarterly.
